Obituary

On Christmas Day, those who knew Carol Elliot Phelan, lost a very loving wife, step mother and friend. Born in Myrtle Beach, South Carolina on October 19, 1943, Carol spent her early years in the industrial city of Corning, New York. Moving to the South with her mother at age 14, she made the Tampa Bay area her home for the next 28 years. During the spring of 1983, she met Frank, her husband to be while shopping at an open-air market in St. Petersburg. Their first date was a movie chaperoned by Frank’s two teenaged daughters by a previous marriage. Married on August 6, 1983, after two years of hard work, Frank and Carol were able to move to the Pacific Northwest where they have lived for 21 years. Suffering from asthma since childhood, Carol’s condition grew steadily worse in later years and she was diagnosed as having chronic obstructive pulmonary disease COPD. On December 8, she was admitted to St. Francis Hospital, Federal Way where it was determined that she also had advanced lung cancer. Carol Phelan is survived by her husband of 23 years, stepson from a previous marriage, Todd Williams and nephew, Rick Williams of Seffner, Florida; stepdaughters, Kim Meyer of Auburn, MA and Teri Robinson of Portland, ME, and her many friends throughout the Puget Sound region. While services will be held at a later date, donations in her name may be made to the American Cancer Society.
