Obituary
Francisco (Frank) Palisoc passed away peacefully on January 8th, 2017 surrounded by his family, bringing an end to his battle with cancer.
He was born on April 2, 1941 to Hermogenes and Balbina Palisoc in Lingayen, Pangasinan, Philippines. He graduated as a civil engineer at Dagupan College and worked as an engineer for three years to help support his family. At 26 he immigrated to the United States on October 1967, the first in his family to leave the Philippines, and found work as a design engineering for Entranco Engineers. Soon after, he was introduced to his future wife Virginia (Virgie) Anulacion in Seattle by family friends. Frank and Virgie married on November 9, 1968. They had two girls.
In 1975, Frank was hired with the City of Bellevue’s Engineering department. He worked his way up to Project Management Supervisor, where he was involved with designing and supervising his team on many water and sewer Capital Improvement Projects. He proudly pointed to many completed projects, still in use today, to his children and grandchildren while driving through the streets in Bellevue.
Family and close friends were very important to Frank. He petitioned his mother to come to the United States. Frank’s brothers and sister later followed. He enjoyed many road trips travelling with family and friends. They took long camping trips throughout the US and Canada and drove to California to visit family, making sure to visit many destinations along the way. Frank had a love for music and interacting with children. With the ukulele he brought with him when he immigrated, he played his songs to this family. He enjoyed playing games or telling jokes to his children, nephews, nieces, grandchildren, and family friends. He loved to gamble, playing cards until the sun came up with friends and teaching the children how to play as they got older.
From 1987 – 2013, Frank devoted much of his time serving the Filipino Community of Seattle (FCS). He held various positions with the FCS including vice president for a number of terms. Even though he helped establish numerous programs and projects for the community, he was best known as the caretaker of the community center; making sure it was maintained and in good working condition for people to use.
Frank retired from the City of Bellevue in 2001 and pursued many hobbies. He and his wife travelled the world cruising and flying to many cities and countries. He maintained his rental properties, where occasionally he took in families in need and gave them shelter. He helped his daughters build their homes, raise their families, and travelled together including a visit to his home in the Philippines where he told of stories growing up in Lingayen. Frank stayed physically active, training for running events. At age 70, he completed two half marathons in Seattle and San Diego, both in 2 hours 22 minutes 22 seconds. At the Seattle half marathon, he placed 4th in his age division. He loved gardening at home, growing many plants from seed, waking up before sunrise to water his plants or mow his lawn, and pick fruit from his trees.
His friendliness, generosity, sense of humor, and dedication to family and the community was a positive influence for many. Frank, dad, Laki will be missed. Frank is survived by his wife of 48 years, Virginia, daughters Arlene and Grace, son in law Henry, and grandchildren Ashley, Griffin, Christine, Sydney and Ryan.

Frank was one of the first people I worked directly with at the City of Bellevue from 1973 to 2000. I greatly appreciated his work and as a person to work with. God bless and keep Frank.
The UST College of Architecture, Class 1963, was blessed and our lives richer for knowing you. You were at all of our big and mini reunions with your good wife, Virgie, our classmate. Your kindness, generosity, good humor, fond memories will never be forgotten. Rest In Peace, dear friend.

We are saddened to hear about the passing of a great leader, mentor and friend. No one is really ready to let him go considering how he defied his illness gracefully. Everytime I saw him he always mentioned “hope”. He leaves us a legacy of service and unity for community’s sake. Dear Palisoc Family,
I never got to meet your father,l but as a stranger, I heard nothing but good about him…especially how HONEST a person he was. What a contrast to today’s “leaders”.
Hopefully, others will remember his example and do the same for the community.

I had the pleasure of working with Francisco (Frank came later) at Entranco Engineer in Bellevue where we worked together on many street and highway designs. I loved his ready smile and sense of humor…he was always a joy to work with. His work ethic was incredible. While I lost track of Francisco over the years, I am saddened to hear of his passing, but he made his mark and touched many people.
I was deeply saddened when i found out last night from a family friend. “Mang Frank” as i call him was a very kind and positive person. We were his tenants for 9 years along with my mom, dad, and later my husband. I know he has touched the lives of so many and played a big part of the Filipino Community in Seattle. He will greatly be missed. Rest in peace po Mang Frank. And to his family, our thoughts and prayers are with you.
