Kenneth D. Higgins was born April 10, 1948 in Vancouver, WA and passed away August 19, 2009. He is survived by his mother Alice Higgins, brothers William and Bruce Higgins, sister Penny Specht, his dear friend Paulette Beach and many nieces and nephews. Preceded in death by his father Charles W. Higgins. In lieu of flowers donations to the Humane Society would be appreciated.
